Spin and drain are both important steps in the laundry process, but they serve different purposes. Spin refers to the cycle in which the washing machine removes excess water from your clothes by rapidly spinning them around the drum. The difference between Drain and Spin and Rinse and Spin is that drain and spin will remove all the excess water from your clothes and spin them to make them easier to dry whereas rinse and spin will wash your clothes with a little more water and detergent then drain it of excess water to make it easier to dry.
Though Spin Control might make more sense as I've seen it say "SUD" instead in the past a couple times. I'll have to check the model, but on the front it shows what step it's in, that being Wash>Rinse>Spin and End iirc. It did make it past the rinse step, but the clothing was still slightly sudsy which is a little disconcerting.
